WORKING PAPER FOR VLG DISCUSSION


Organization

The organization (to be named later) is a group of returned VSO volunteers who share a commitment to the tenets of addressing poverty and disadvantage.

By necessity, this will have to be an e-community with a virtual office or bulletin board to be set-up (John Tamayo and other IT people, please help)

Membership

All RV’s who signifies their willingness to belong will be welcome. Certain guidelines to be observed:

annual registration (to keep our membership current)
RV’s who revol shall be considered on leave
RV’s who become VSOB staff will also be on leave

A list of all current members shall be posted on the e-bulletin board (or whatever this mechanism will be)

Organizational Set-up

A tri-member Executive Committee (EC) shall be elected from each island group; Luzon, Visayas and Mindanao. Each will take turns as Chair within the one-year term commencing January of each year, following elections every December. Each active member shall be voting for their regional representative through the message board (?).

However, the day to day activities shall be determined by the local groups (n.b. the Davao group has been cited for their dynamism. Lately, the Laguna and Baguio groups have also been making waves.)

The EC shall:
represent the group in any forum as necessary (e.g. Board of Trustees)
serve as coordinating body for all activities and clearinghouse for information
develop programs for the group based on needs identified at the local level (e.g. job generation, partnership development with relevant organizations)








TIMETABLE:

January-March round-table discussion

April consultation with members

May-June finalizing organization and setting up web-based mechanism


June to November registration and dry run

December election of EC

January 2009 start of term of office
